Global AI Governance: Maturity and Implementation in Leading Hospitals for Responsible AI in Healthcare

Despite growing interest in artificial intelligence (AI) for Healthcare, successful implementation practices are still limited due to the complexity of developing and deploying AI systems. Effective AI governance is essential for safe, ethical and regulatory-compliant deployment of clinical AI. This study qualitatively evaluates both the maturity of AI implementation and the governance frameworks applied by leading "smart" hospitals. Findings will inform a consolidated governance toolkit for hospitals seeking responsible, scalable AI adoption.

  • Senior digital-health executives (e.g. Managing Director / Senior Management of Chief Information / Digital Officer or equivalent) designated by each hospital.

Survey and interviews about AI Governance of the best smart hospitals globally

Primary outcomes

  1. Current AI Governance set-up

    Time frame: Hospitals will have 6 weeks from the moment they receive the survey to complete it, and we anticipate needing about four months to conduct the interviews.

    We will distribute an online questionnaire to all 350 hospitals identified as "Best Smart Hospitals" in Newsweek's 2026 ranking. The survey will capture each institution's current AI governance structures, and self-reported outcomes, as well as key demographic and operational characteristics. The questionnaire is based on the AI governance frameworks from Seanz et al., AI governance in health systems by Duke Health and the AI preparedness assessment developed by the European TRAIN initiative.
